ENERGY/ENVIRONMENT 

The call for a comprehensive energy policy has grown steadily as gas prices continue to wildly fluctuate and the United States remains heavily dependent on foreign sources for oil. 

After September 11, 2001, energy became not just an economic issue, but a security issue as well.  Members of both political parties have recognized the need for a national energy policy, yet the two sides have substantial differences in their respective strategies on how to best implement a program. Republicans advocate a national energy policy focused on increased production, while Democrats stress conservation.
 

ABC agrees that alternative/renewable energy sources are vital to America’s future. However, ABC also believes the implementation of such sources will only succeed when coupled with measures designed to lessen U.S. dependence on foreign sources of energy, such as increased domestic exploration and production of fossil fuels, as well as responsible deepwater drilling.


Status:

The Obama Administration believes that energy reform should revolve around increasing alternative/renewable fuels, such as wind and solar, and the increased use of vehicles powered by these sources. Unfortunately, he does not address the need for America to ramp up domestic production of fossil fuels while implementing this agenda. 

ABC opposes any actions to halt deepwater exploration and production off America’s coasts, an action that would increase the cost of energy across the United States and contribute to job loss in the construction industry.

ABC is also concerned about the overreaching actions of the Obama administration on environmental policy and its punitive policies independent of congressional approval. The Obama administration has signaled that it will not hesitate to issue administrative alternatives to controversial legislation through the federal regulatory process.

Despite Congress’ concerted inaction on climate change legislation, the U.S. Environmental Protection Agency (EPA) nevertheless moved forward in 2010, pushing costly and burdensome regulations on business owners. EPA regulations to curb greenhouse gas emissions stand to be highly detrimental to job growth in the construction industry. Collectively, these regulations will increase energy and material prices for the construction industry, impeding economic recovery and job creation.
