ABC Offers Updated Guidelines for Apprenticeship Standards

Capping off ABC’s celebration of craft training for the 75th anniversary of the passage of the National Apprenticeship Act, ABC is reminding its members that in November 2011, ABC updated its National Model Guidelines for Apprenticeship Standards to allow distance learning; competency- and technology-based language; a hybrid and interim credential carpentry program; and reduce payment of benefits as part of the wage and fringe benefits ratios. NLRB Appeals Court Decision To Overturn Ambush Elections Ruling

The National Labor Relations Board (NLRB) Aug. 7 filed an appeal against the U.S. District Court for the District of Columbia’s May 14 decision to overturn the board’s ambush elections rule because it was adopted without the statutorily required quorum of members.

Senate Democrats Vote To Pass Small Business Tax Hike

The U.S. Senate July 25 voted 51 to 48 to pass the Middle Class Tax Cut Act of 2012 (S. 3412), which, if enacted, would result in a massive tax increase on business income, capital investment and family succession. In addition, the Senate voted 45 to 54 against theABC-supported Hatch-McConnell Amendment to S. 3412 that would have forestalled the looming fiscal cliff facing America’s job creators.

After the U.S. House of Representatives passed the Repeal of Obamacare Act (H.R. 6079) on July 11, ABC offered practical, common-sense health care solutions and continued to advocate for full repeal of the health care law.

House Passes Bill To Repeal Taxes in Health Care Law

The U.S. House of Representatives June 7 passed the Health Care Cost Reduction Act of 2012 (H.R. 436) by a vote of 270-146. The bill would repeal two tax increases contained in the Patient Protection and Affordable Care Act (PPACA).

OFCCP Hiring Quota Proposal Sets Unachievable Standards, Group Tells Solis

ABC, along with nine other groups, May 23 sent a letter to the Department of Labor (DOL) Secretary Hilda Solis raising concerns about a recent Office of Federal Contract Compliance Programs (OFCCP) proposed rulemaking that would set hiring quotas for federal contractors to employ workers with disabilities.

Notices Issued Requesting Comments on Health Care Law

The Department of Treasury and the Internal Revenue Service (IRS) recently issued three notices related to the health care law that address minimum value and information reporting on health insurance coverage. In addition, the Departments of Health and Human Services, Labor and the Treasury issued a separate bulletin regarding verification of access to employer-sponsored coverage.

Court Overturns Ordinance Restricting Bidding On City Projects

CLP Resources A Massachusetts Federal District Court on April 18 ruled against a “responsible employer ordinance” (REO) in Quincy, Mass., that contained provisions favoring city residents. The ordinance also contained requirements that employers must provide group health insurance and a pension plan or annuity, and maintain an apprenticeship program before being eligible to work on city projects.
