President Trump Releases Infrastructure Proposal

On Feb. 12, President Donald Trump announced the release of his administration’s infrastructure proposal. ABC President and CEO Michael D. Bellaman issued the following statement on the president’s infrastructure plan: “ABC applauds the president for sending Congress a plan to rebuild America’s infrastructure. It is now time for lawmakers to develop legislation and policy to efficiently modernize America’s infrastructure and drive economic growth and prosperity for all Americans." Read the rest of entry »

Congress Passes Funding Deal Ahead of White House 2019 Budget Request

On Feb. 9, shortly before the White House released its 2019 budget request, both chambers of Congress passed, and the president signed, a funding agreement that sets a budget for fiscal years 2018 and 2019. The deal will raise federal spending caps by $300 billion in 2018 and 2019 and suspend the debt limit until 2019. Read the rest of entry »

ABC Weighs in on Immigration Debate

This week, Senate Majority Leader Mitch McConnell plans to bring the immigration debate to the floor through an open and unlimited amendment process that could subject senators on both sides of the aisle to politically tough votes. OFCCP Sends Out 1,000 Corporate Scheduling Announcement Letters

According to the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website, the OFCCP mailed 1,000 Corporate Scheduling Announcement letters (CSAL) to federal contractor establishments on Feb. 1. The CSAL is a notification to an establishment that has been selected by the Federal Contractor Selection System to undergo a compliance evaluation during the scheduling cycle. ABC Joins Letter to Congress Outlining Immigration Priorities for Construction Industry

On Feb. 5, 2018, ABC joined the Associated General Contractors, National Association of Home Builders and the Leading Builders of America in sending a letter to Republican and Democratic leadership in the U.S. House of Representatives and Senate to express support for broad, bipartisan reform to the U.S. immigration system and recommend policies that would help address the workforce needs of construction industry employers.   Read the rest of entry »

EPA Update: The Latest on WOTUS and the Clean Power Plan

On Feb. 6, the Environmental Protection Agency and U.S. Army Corps of Engineers published a final rule adding an applicability date of Feb. 6, 2020 to the 2015 rule defining “waters of the United States” (WOTUS). The agencies finalized the rule in order to provide the regulated community clarity and certainty about which definition of WOTUS is applicable nationwide. Read the rest of entry »

Employers Must Provide Workforce Data to EEOC by Mar. 31

The U.S. Equal Employment Opportunity Commission (EEOC) has completed its mailing of the 2017 EEO-1 survey notification letters, according to a Jan. 24 press release issued by the agency. The annual survey requires all private employers with 100 or more employees and federal government contractors or first-tier subcontractors with 50 or more employees and a contract/subcontract of $50,000 or more to file the EEO-1 report.  Read the rest of entry »

Health Insurance Tax Suspended in Stopgap Spending Bill

On Jan. 22, President Trump signed a stopgap spending bill (H.R.195) to end the government shutdown and fund government operations through Feb. 8. Included in the bill was a suspension for 2019 of the health insurance tax (HIT) on providers included in the Patient Protection and Affordable Care Act.  Read the rest of entry »

President Trump Intends to Nominate John F. Ring to NLRB

On Jan. 12, President Trump announced his intent to nominate John F. Ring to be a member of the National Labor Relations Board. Ring is a partner at the law firm of Morgan Lewis & Bockius and co-leader of the firm’s labor/management relations practice. If confirmed, Ring will reinstate a Republican majority on the board; the current board is deadlocked at 2-2, following former Chairman Phil Miscimarra’s departure in December.
