Congress Passes Year-End Tax Compromise, Delays Spending Cuts

Both the U.S. Senate and the U.S. House of Representatives Jan. 1 passed legislation to permanently extend Bush-era tax policies for most income levels, softening the blow of the fiscal cliff after allowing individual rates to expire for nearly 24 hours.

ABC Supports Waiving Davis-Bacon on Superstorm Sandy Relief Efforts

ABC Dec. 27, 2012, supported an amendment offered by Sen. Rand Paul (R-Ky.) to H.R. 1, which is the vehicle for Superstorm Sandy supplemental appropriations, that would have waived the enforcement of Davis-Bacon Act requirements for projects funded under this legislation. The amendment failed 42-52.

Right to Work Law Signed in Michigan

ABC commended Michigan Gov. Rick Snyder (R) and lawmakers on Dec. 11 after he signed into law a new Right to Work bill that will protect workers in the state from being forced to pay union dues as a requirement of employment.

Two New Taxes in Health Care Law Become Effective Jan. 1, 2013

The Internal Revenue Service (IRS) and the Treasury Department issued proposals that will implement two taxes in the health care law on Jan. 1, 2013: the onerous 3.8 percent Net Investment Income Tax and the 0.9 percent Additional Medicare Tax. These taxes will heavily impact many merit shop contractors.

ABC and Coalition Call on Congress to Stop Scheduled Estate Tax Hike

As part of the Family Business Estate Tax coalition (FBETC), ABC Nov. 15 sent a letter to members of Congress urging them to pass legislation addressing the estate tax before the end of the year. Barring congressional intervention, the resurgent estate tax rate and diminished exemption would saddle thousands of family-owned businesses with a crippling tax increase.

MeritChoice Offers Free Flexible Spending Account Plan Amendment

For plan years beginning on or after Jan. 1, 2013, the Patient Protection and Affordable Care Act imposes a $2,500 limit on annual salary reduction contributions to health Flexible Spending Accounts (FSAs) offered under cafeteria plans. This is a reduction from the current limit of $5,000.

Funding Resolution Signed That Includes DOL Restrictions On H-2B And MSD Rules

President Obama Sept. 28 signed into law a continuing appropriation resolution (H.J. Res. 117) that will fund the Department of Labor (DOL), National Labor Relations Board (NLRB) and the Equal Opportunity Commission for the first six months of fiscal year 2013, but that also includes restrictions on actions by DOL. House Judiciary Committee Hearing Addresses Regulatory Reform

In response to a U.S. House of Representatives’ Judiciary Committee hearing titled, “Regulation Nation: The Obama Administration’s Regulatory Expansion vs. Jobs and Economic Recovery,” ABC Sept. 20 called for comprehensive regulatory reform and offered its support for a series of bills that will help achieve that goal. ABC Offers Feedback on D.C.'s Health Insurance Exchange Proposal

Under the Patient Protection and Affordable Care Act, states will be required to operate health insurance exchanges – marketplaces where individuals and small businesses can purchase private health insurance – beginning in 2014.
