Hear from Major Construction Users During ABC’s BizCon

ABC members that attend BizCon, Feb. 19-20 in Ft. DOL Agenda Lists Imminent Actions on Persuader, OFCCP Affirmative Action Rules

The Department of Labor on Dec. 21, 2012, released an updated agenda outlining the regulatory activities of its sub-agencies for the next year. The agenda includes items on reporting requirements for labor consultants, employers and associations, and affirmative action in federal construction, among other issues.

Congress Passes Year-End Tax Compromise, Delays Spending Cuts

Both the U.S. Senate and the U.S. House of Representatives Jan. 1 passed legislation to permanently extend Bush-era tax policies for most income levels, softening the blow of the fiscal cliff after allowing individual rates to expire for nearly 24 hours.

ABC Supports Waiving Davis-Bacon on Superstorm Sandy Relief Efforts

ABC Dec. 27, 2012, supported an amendment offered by Sen. Rand Paul (R-Ky.) to H.R. 1, which is the vehicle for Superstorm Sandy supplemental appropriations, that would have waived the enforcement of Davis-Bacon Act requirements for projects funded under this legislation. The amendment failed 42-52.

Treasury and IRS Issue Proposal on Employer Requirements in Health Care Law

The Department of Treasury and the Internal Revenue Service Dec. 28, 2012, issued a notice of proposed rulemaking addressing the employer requirements contained in the Patient Protection and Affordable Care Act (PPACA), which is scheduled to take effect Jan. 1, 2014.

ABC Member Project in Philadelphia Target of Union Vandals

A Philadelphia jobsite of longtime ABC member E. Allen Reeves, Inc., of Abington, Pa., was the target of vandalism during the Christmas holiday. Philadelphia police detectives say arsonists caused an estimated $500,000 in damages at the Chestnut Hill Friends Meeting, a new Quaker meetinghouse.

First Refusal Rule on Service Contracts Act Effective Jan. 18

The Department of Labor (DOL) Wage and Hour Division Dec. 21, 2012 announced the rule implementing Executive Order 13495, or Nondisplacement of Qualified Workers Under Service Contracts, will become effective Jan. 18.
