The Lancaster County Board of Commissioners Jan. 26 voted 2-1 to enact an ordinance that bans the use of project labor agreements (PLAs) on all county-funded construction projects.
The ordinance was introduced by Commissioner Scott Martin and was supported by Commissioner Dennis Stuckey.
“This sends a strong statement that Lancaster County is open for business for all, and the needs of taxpayers regarding fiscal responsibility are respected,” said ABC Keystone Chapter President and CEO Jack Zimmer. “I sincerely hope other counties will follow suit. No matter what argument you put forth, it still comes down to fairness versus discrimination.”
The vote marked the first time a local government entity has banned PLAs in a state east of the Mississippi River. Seven local governments in California have now banned the use of PLAs, including Orange and San Diego Counties.
