The Naval Facilities Engineering Command (NAVFAC) recently issued a survey requesting feedback from the construction industry on the potential use of a project labor agreement (PLA) for a large scale construction project at Camp Pendleton, Calif. In addition, NASA is requesting feedback on the use of a PLA on a project at the Kennedy Space Center.
The NAVFAC PLA survey and small business sources sought notice on the
Communication Information System Ops Complex, Marine Corps Base, at Camp Pendleton, Calif., is due to
elizabeth.johns@navy.mil by Feb. 15.
The NASA survey on
Central Campus Phase I: Replacement Headquarters Building for the Kennedy Space Center is due to
tyrone.j.frey@nasa.gov by 2:00 p.m. (EST) on Feb. 17. A PDF of the survey can be

ABC members and construction professionals are encouraged to respond to the PLA surveys and tell NASA and the NAVFAC that government-mandated PLAs hurt competition, increase costs, and will not advance the economy and efficiency in government contracting.
During the Obama administration, federal agencies like NAVFAC, have issued dozens of similar surveys requesting information about the potential use of PLAs on large-scale construction projects nationwide. This is the first PLA survey issued by NASA. ABC National has taken the opportunity to respond to surveys as they are issued and is encouraging ABC members and the merit shop contracting community to do the same.
