The public workforce system is a network of federal, state, and local offices that function, in partnership with employers, educators, and community leaders, to support and develop our nation’s workforce.  This system exists to help businesses find qualified workers to meet their present and future workforce needs. 

Passed by Congress in 2014, the Workforce Innovation and Opportunity Act (WIOA) re-wrote how this system functions and authorized the spending of BILLIONS of dollars on training in all 50 states.  Despite the well-intentioned attempts to streamline access to these funds and create better alignment with private-sector employers, the public workforce system can be intimidating and difficult to navigate. 

Understanding how the public workforce system functions and what opportunities are available is the first step to putting the available resources to work for your company or chapter.  Participants will learn how the public workforce system is governed at the state and local level, the various mechanisms to fund worker training and potential roadblocks to avoid.

Future webinars will build on this material to dive deeper into specific programs offered through the public workforce system that leverage Registered Apprenticeship and Industry Recognized Credentials.

ABOUT THE SPEAKERS
 Mike Glavin is the director of workforce policy & programs for Associated Builders and Contractors (ABC), a national trade association with 70 chapters representing nearly 21,000 construction and industry-related firms. In his role at ABC, Glavin is focused on improving access to high-quality construction craft training through public policy and industry partnerships and he is a regular contributor to WorkforceUnderConstruction.com and Construction Executive magazine.  Glavin also supports ABC's efforts to use the merit shop philosophy as a base to help members develop people, win work and deliver that work safely, ethically and profitably for the betterment of the communities in which they work.  Together, ABC's chapter network and training affiliates educate over 70,000 students each year in the areas of safety, skilled craft training and productivity.  

 Tamar Jacoby is president of Opportunity America, a Washington-based nonprofit working to promote economic mobility.

A former journalist and author, from 1989 to 2007, she was a senior fellow at the Manhattan Institute. Before that, she was a senior writer and justice editor at Newsweek. From 1981 to 1987, she was the deputy editor of The New York Times op-ed page.

Her articles have appeared in The New York Times, The Wall Street Journal, The Washington Post, The Weekly Standard and Foreign Affairs, among other publications.

She is the author of Someone Else’s House: America’s Unfinished Struggle for Integration, and editor of Reinventing the Melting Pot: The New Immigrants and What It Means To Be American.

Since 2008, she has been president of ImmigrationWorks USA.
