DOL Issues Bid Solicitation on New Hampshire Project Without PLA Mandate

Last week, the DOL issued a solicitation for construction services on its estimated $20 million to $50 million Job Corps Center in Manchester, N.H., without a discriminatory and costly PLA mandate or preference. Funding Resolution Signed That Includes DOL Restrictions On H-2B And MSD Rules

President Obama Sept. 28 signed into law a continuing appropriation resolution (H.J. Res. 117) that will fund the Department of Labor (DOL), National Labor Relations Board (NLRB) and the Equal Opportunity Commission for the first six months of fiscal year 2013, but that also includes restrictions on actions by DOL. Coalition Submits Letter On Implementation Of The Health Care Law

As part of the Employers for Flexibility in Health Care (EFHC) coalition, ABC Sept. 27 submitted comments regarding implementation of the Patient Protection and Affordable Care Act (PPACA) – specifically, on determining full-time employee status and the application of the 90-day waiting period limitation. The comment letter was submitted in response to notices issued by the Departments of Labor, Health and Human Services, and the Internal Revenue Service (IRS). Read the rest of entry »

DOL Announces Electronic Filing For H-2B Visas

ABC PAC On Pace To Eclipse $1.8 Million

ABC’s Political Action Committee (ABC PAC) has raised $1,757,624 during the current election cycle, which began in January 2011, and has contributed nearly the same amount to candidates and political organizations that support the merit shop philosophy. Read the rest of entry »

House Passes Bill Overriding EPA Regulation of Coal Ash

The U.S. House of Representatives Sept. 19 passed the Stop the War on Coal Act (H.R. 3409), a package of bills that benefits the construction industry by preventing drastic increases in energy costs, avoiding the disruption of crucial supply chains and preserving existing jobs. House Judiciary Committee Hearing Addresses Regulatory Reform

In response to a U.S. House of Representatives’ Judiciary Committee hearing titled, “Regulation Nation: The Obama Administration’s Regulatory Expansion vs. Jobs and Economic Recovery,” ABC Sept. 20 called for comprehensive regulatory reform and offered its support for a series of bills that will help achieve that goal. ABC Offers Feedback on D.C.'s Health Insurance Exchange Proposal

Under the Patient Protection and Affordable Care Act, states will be required to operate health insurance exchanges – marketplaces where individuals and small businesses can purchase private health insurance – beginning in 2014. EPA Delays Expansion Of Lead Rule To Commercial Buildings

The Environmental Protection Agency (EPA) on Sept. 13 delayed for nearly three years a proposal to expand its Lead Safe Renovation, Repair and Painting Program (RRP) to include commercial buildings. Read the rest of entry »

ABC Calls For Bipartisan Legislative Action On Impending Fiscal Cliff
