On June 12, the White House’s Office of Management and Budget issued new guidance to federal agencies regarding implementation of former President Joe Biden’s PLA mandate on federal construction contracts over $35 million.
Unfortunately, as ABC said in a statement, this memorandum doubles down on an anti-competitive Biden-era policy that inflates costs and delays critical construction projects.

Ben Brubeck is the principal and CEO of Government Affairs Solutions LLC, a lobbying firm providing association and corporate clients with tailored federal and state government affairs services. Prior to joining GAS, Brubeck spent more than 21 years in a variety of roles at ABC. Brubeck represented ABC before federal, state and local lawmakers, regulators, the media, construction industry executives and industry stakeholders.

Michael Altman is ABC’s senior manager of federal regulatory affairs. In this role, through regulatory comments, lobbying federal agencies and chapter/membership education, he advocates for pro-merit shop policies across the federal government. Regulatory areas he works on include government-mandated project labor agreements, Davis-Bacon/prevailing wage, apprenticeships, permitting reform, cybersecurity and environmental policy.
