ABC sent a letter to the Chairman and Ranking Member of the U.S. House of Representatives Committee on Oversight and Government Reform ahead of their markup of the Government Neutrality in Contracting Act (H.R. 1671). The bill, introduced by Rep. Mick Mulvaney (R-S.C.), would prevent federal agencies and recipients of federal assistance from requiring contractors to sign an anti-competitive and costly project labor agreement (PLA) as a condition of winning a federal or federally assisted construction contract. ABC strongly supports H.R. 1671 and encourages all members to vote to report this bill out of committee.
