House Passes Rule to Advance Bipartisan Infrastructure Bill and ABC-Opposed Partisan Budget Resolution

On Aug. 24, the U.S. House of Representatives voted to advance a $3.5 trillion budget resolution, which was embedded in a House rule that tied its advancement to both the Senate’s bipartisan $1.2 trillion infrastructure package—the Infrastructure Investment and Jobs Act—and H.R. 4, the John R. Lewis Voting Rights Advancement Act.  The rule was approved by the House by a vote of 220-212, with all House Democrats supporting the rule and all Republicans voting in opposition.

Senate Passes Partisan Budget Resolution; Reconciliation Package Expected to Include ABC-Opposed Provisions

On Aug. 11, The U.S. Senate passed a Budget Resolution on the Budget for Fiscal Year 2022 before leaving for its August recess in a 50-49 vote that will set the stage for a proposed $3.5 trillion partisan spending bill through the budget reconciliation process. Prior to the final vote, Senate Majority Leader Chuck Schumer, D-N.Y., also released reconciliation instructions for Senate committees so they can begin to draft relevant sections of the final spending bill as it relates to their policy areas, which they hope to finish by Sept. 15.

House Approves ABC-supported Great American Outdoors Act, Which Would Create 100,000+ Construction Industry Jobs

On July 22, The U.S. House of Representatives passed the Great American Outdoors Act (S. 3422/ H.R. 1957), which was introduced by Sen. Cory Gardner (R-Colo.), by a vote of 310-107. The bill is expected to be signed into law by President Trump. Ahead of the vote, ABC sent a letter to the House in support of the legislation, urging the swift consideration and approval of the Senate-passed version of the bill.

House Passes ABC-Opposed $1.5 Trillion Infrastructure Bill with Anti-competitive Mandates

On July 1, the U.S. House of Representatives passed H.R. 2, the Moving Forward Act, on a mostly party line vote of 233 to 188, with three Republicans voting for the bill and two Democrats voting against it. The House Democrats’ infrastructure plan would spend more than $1.5 trillion on surface transportation, airport, school, housing, healthcare, energy, water and broadband infrastructure, however, it also includes numerous anti-merit shop provisions opposed by ABC.

ABC Urges House to Approve Great American Outdoors Act, Which Would Create 100,000+ Construction Jobs

On June 17, The Great American Outdoors Act (S. 3422), introduced by Sen. Cory Gardner (R-Colo.), was passed in the U.S. Senate by a vote of 73-25. This bipartisan legislation would help address the $20 billion deferred maintenance backlog in the Department of the Interior, $12 billion of which is accumulated by the National Park Service, creating thousands of construction jobs in the process.
