Massachusetts Court Case Rules City Apprenticeship Requirements Violate ERISA

In the July 16 ruling of Merit Construction Alliance v. City of Quincy, the First Circuit Court of Appeals found that the Employee Retirement Income Security Act (ERISA) preempts a controversial city ordinance that forced contractors to “engage in a bona fide apprentice training program" registered with the Massachusetts Department of Labor Standards as a condition of bidding for city work. ABC New Orleans/Bayou Chapter Expands its Training Facilities

The ABC New Orleans/Bayou Chapter broke ground April 11 in St. Rose, La. on Phase Two of their training campus master plan expansion, which includes an additional 18,000 square feet of classrooms, laboratories and welding booths for its apprenticeship and craft training program, as well as its safety and management education program.
