Wellness Programs, Drones and EPA Regulations Included in Federal Regulatory Agenda

The Obama Administration’s regulatory agenda was released on Nov. 20 and lists the priorities of the administration and the rulemakings they expect to release in 2016, their final year. An update on rulemakings from a variety of agencies affecting the construction industry is below. President Obama Signs Regulatory Reform Measures into Law

On Dec. 4, President Obama signed the Fixing America’s Surface Transportation Act (H.R. 22) into law, which included ABC-supported provisions that streamline the process for developers trying to obtain environmental permits and approvals for their projects. 

Coalition Supports Bipartisan Regulatory Reform Bill

On Sept. 14, ABC, along with a coalition of nearly 400 business groups sent a letter to U.S. Senate Committee on Homeland Security and Governmental Affairs Chairman Sen. Ron Johnson (R-Wis.) and Ranking Member Sen. Tom Carper (D-Del.) urging them to support the Regulatory Accountability Act of 2015 (S. 2006).

Regulatory Reform Bill on Rulemaking Process Passes the House

The U.S. House of Representatives passed the ABC-supported Regulations from the Executive in Need of Scrutiny (REINS) Act of 2015 (H.R. 427) July 28. The bill was sponsored by Rep. Todd Young (R-Ind.) and was cosponsored by an additional 171 representatives. 

House Passes Bill to Allow State Governance on Coal Ash Disposal

The U.S. House of Representatives passed the ABC-supported Improving Coal Combustion Residuals Act of 2015 (H.R.1734) July 22. The bill was sponsored by Rep. David McKinley (R-W. Va.) and was cosponsored by a bipartisan group of 44 representatives.

The U.S. Department of Labor (DOL) regulatory agenda was released on May 21 and lists the priorities of the administration and the rulemakings they expect to release this year. The most recent agenda focuses on overtime requirements, the persuader rule and more.

House Passes ABC-Supported Regulatory Accountability Act

The U.S. House of Representatives Jan. 13 voted 250-175 in favor of the ABC-supported Regulatory Accountability Act (H.R. 185). Prior to the vote, ABC sent a letter urging Congress to support the legislation stating that it will ensure greater accountability from federal agencies and result in increased transparency in the federal rulemaking process.
